SEMBLANCE: By nearly all stretches of the word, Kaitō is bizarre in his appearance. He makes use of his extravagant wealth to buy himself near excessively fancy apparel. Even more notable in his appearance is his hair, pointed upward by some unknown means. He wears an extravagant pair of shades at almost all times, yet another example of his excessive spending for no good reason. However, still being a ninja, he lines the inside of his haori with a plethora of items that he might need in his practice.

PERSONALITY: Kaitō is viewed by most to be an immature child undeserving of the new found responsibilities affixed to him. And by no stretch of the word is this perception incorrect. Kaitō often puts off his work as the leader of his clan, and instead of doing it, runs around fulfilling his own agenda. Given his general neglect of his clan, he is viewed negatively by most within it, and even those who have invested interest in the clan. Even more infuriating to those who look down upon him is his perceived nonchalance about his failure to live up to his position.
Aside from being known for his neglect of his clan, he is otherwise invisible and unknown to most of the village. He prefers to keep his business his own, and to further this goal, decided to move out of his clan's district to be alone. His secretive nature leads most to think that he is scarred in some way; this earns him even more disdain since he decides to shut down instead of sharing his grief with his relatives.
Although it is unknown to most, given his secretive nature as of the death of the Sandaime Raikage, he spends most of his time training himself in the arts of Ninjutsu and his clan's methodology. He is very much aware of the inner workings of his clan, the discussion by some of the more ambitious members to have him murdered and the thought of most of the village that he is undeserving of his rank and position; this knowledge has inspired him to become powerful and prove to his clan that he is in fact, deserving of his position.
Given the overall shroud of mystery surrounding Kaitō, not much is known about his hobbies or favorite foods or drinks. Of the little that is known, it has been gathered that he is a fan of fireworks and music, as there hasn't been a festival in the village that he's missed that's featured either.
BACKGROUND: The Yoippari Clan was always one which stuck by its patron village. From it's beginnings as a fledgling idea shared between a select few to its current days as a major village, the clan has stuck by the village. And for such reasons, the clan has always been respected within the village. It's abilities were always seen as valuable, and it's investments were of aid to the village. Not only were the clan's contributions great, but with every new leader came more respect for the clan; skill tended to only increase with each.
It was on this backdrop that Kaitō was born. His father, the clan leader, his mother, a valued codebreaker, it was thought that he too would be a great shinobi, and an even greater asset to his home. To further this idea, his father started Kaitō from young in the ways of ninja. His childhood was spent studying the history and traditions of his village; he socialized with the other clans and their children and was made to have an appreciation for the other people who made contributions to the village. With such an upbringing grounded in betterment for his clan and village, it was even more thought, even expected that he would be a success. A genius amongst the pantheon of ninja gods produced by his clan.
He by no means lived up to the expectations of his clan. He failed more than four of the taught subjects of the academy, and despite the tutors afforded to him, continued to fail. It took him a year longer than most children to graduate the academy, a year spent obtaining disapproving stares and disappointed letters from family members. It was by some stroke of luck that he graduated the academy, nonetheless the coursework of the clan, but when he did, he did so disgruntled, uncertain of what the future held.
It goes without saying that the life of a Genin was hard for Kaitō. With no refined skills to offer his teammates, he was seen as dead weight, a terrible example of a ninja. Nonetheless, over time he gained experience; he gained enough experience to be called at least decent by the time his team registered for the Chūnin Examinations.
It was during the exams that the first glimmers of success began to show through in Kaitō. Making use of his Kekkei Genkai, he extracted valuable information from his opponents, allowing his teammates to capitalize and conquer. It was a shock to say the least, most of all to himself. After a lifetime of being a disappointment to his high-society family, he was finally praised as a real shinobi. It was his first taste of acceptance.
The boy, then seventeen, was taken in by his father to be instructed further in the clan's methodology. It was during this time that he became a user of the lightning element, an avid user at that. It began to look now like he was simply a late bloomer, a child choked too tightly by the expectations of his family. After countless years of trying, he was able to grow into what was expected of him. After three years of this rigorous training, war struck his home, and as the call for ninja knocked on his door, he accepted.
He was assigned to a woman named Eri's division. His father, one of the most respected agents of the village's intelligence division was appointed to head up that division. He was young, and though his missions took him countless places, nothing could prepare a boy for war. He watched his comrades die, and over time was forced to build an immunity, a stronger one still to the emotions that it brought about. Under the direct leadership of Eri, the division was capable of pushing back the forces that attacked Kumogakure--but Kaitō's own successes didn't mean that success befell all of Kumogakure.
In the midst of war, the Department of Intelligence has much to do. Codes to break, people to interrogate, things in general to find out. The job his father was to carry out required him to travel to many places, one of which was just behind the lines of battle. A high priority general of the Hidden Leaf had been captured by the Cloud's forces, and in order to break him, Kaitō's father was called in. However, the camp in which Kaitō's father found himself stationed in was attacked by the Leaf.
Kaitō received the news that he would take his father's place as head of his clan on the day that the Sandaime was killed. It was a day that marked Kumogakure's defeat in the war, and changed something inside of Kaitō. The loss of his father, the only man who was faithful in him despite his shortcomings caused him to shut down. As the war drew to a close, he used his newly attained assets to leave the clan's domain and live on his own. It took only a year for the clan to speak of him as a completely failure. They quickly forgot his promotion to Jōnin during the war, his contributions to the village during the war. Kaitō began to dedicate himself to studying, eager to prove his clan wrong and make his father proud of him.

He is known for being a lackadaisical slacker and considered to be a sort of failure compared to the other clan leaders before him. Nonetheless, those who know him from war recognize his contributions to attaining reliable intelligence quickly and effectively and for his contributions on the battlefield.
