Haran was born in Suna, stayed in Suna, and grew up in Suna. Where else was he supposed to live in Kaze no Kuni? The country is a massive desert. Though that's a bit beside the point.
Haran's father was forced into retirement from his shinobi career after losing both of his legs and his left eye on a mission gone bad. After his crippling, career-ending injury, the man chose to stay at home and work as a researcher, trying to learn about further applications of seals and puppetry. Haran learned the basics of puppetry and Kugutsu from his father, as well as basic chakra control, before entering the Academy.
He graduated from the Academy at the middle of his class, not a truly stellar performer, but far from the bottom, roughly in the top thirty percent of the class. He graduated early from the Academy at the age of nine and was given intensive training for two years before Haran and his team were sent out on missions for the Second Great Shinobi War.
During that time, Haran lost both of his teammates to missions gone bad, but he still managed to maintain a relatively optimistic air about things. He made his first kill four years into his time as a Genin, age thirteen, and was temporarily taken off of active duty to deal with the mental trauma from the act. By the time he was deemed mentally sound to continue with active duty, the war was nearly over.
The war ended, but on the way back to Suna tragedy struck. The entire group that Haran was with was attacked by victims of poor intelligence that hadn't yet learned the war was over, and so the Suna contingent Haran was part of was caught unawares just three miles from the border of Kaze no Kuni. Out of the entire contingent of forty, only three survived, and each of them with injuries: Haran, a Jounin-level combat medic that accompanied them, and a new Chuunin. At first none of them were expected to return to active duty, but Haran and the other two surprised them all by recovering more than enough to continue on as shinobi.
