It is the duty of the Konoha Council to help the Hokage govern the village and to make sure all decisions are made with the best interest of Konoha and its inhabitants in mind. The group consists of four individuals hand-picked by the Hokage for their experience, wisdom and ability to debate reasonably.

Although the Hokage always has the final say in the matter, the councilors are there to give their opinions and advice, thus making sure the decisions made are fair and take into account all possibilities and viewpoints. Those on the council are considered very honorable, and it could be said they hold a social position second only to the Hokage. As such, they are very trusted and go through rigorous tests prior to appointment of position to ensure their loyalty and suitability for serving Konoha.

Why your character should be chosen:

Itsuki's life has been a series of events that have forced him to be most diplomatic. Serving as a mediator for the strained relationship between his clan and the village, he has been a politician a long time coming. After publishing several books and becoming rich, he proved his loyalties by donating a large share of his fortune to the village's well being.
