There are just a few changes we're going to implementing to character development. The first is the simple fact that we won't be increasing your rank, as much as your skill. You can come here after you've done X, Y, and Z and we'll evaluate your accomplishments and see if you deserve a high skill level. If you want a higher rank, then you'll need to see your village leader. We will be saying what characters are say Genin, however, Kage-level in strength. If you want to get a rank up for that character, from Genin to Chūnin, you'll have to speak to your village leader.
Here's the template for when you're applying for SKILL INCREASES:

Other than that, we'll also be implementing the Fame System. Under this system, your characters deeds are evaluated and a indication of fame is then produced. Depending on what you've done, your fame can be negative or positive. Under this system, people can say their characters would be known in a given place, and anyone who says otherwise can blatantly be proven wrong. Also, under this system, there is justification for characters having those cool aliases like Konoha's Yellow Flash, etc.
Here's what the fame system looks like:
UZUMAKI NARUTO
Accomplishments - Purged Gatō's influence and his thugs from Nami no Kuni - Defeated Hyūga Neji at the Chūnin Selection Exams - Returned Kazekage Gaara from Akatsuki threat - Fended off and defeated Pain during attack on Konoha
Recognition Map Kaze no Kuni Most of Suna's troop were present when Naruto was one of the members of the team to bring back Gaara.
Nami no Kuni Known by most in Nami no Kuni who freed up the trade routes and had the Great Naruto Bridge named after him.
Kaminari no Kuni Known by Raikage and assorted ninja as a nuisance.
Hi no Kuni Known by all of Konoha as Jinchūriki. Known also for saving Konoha from Pain after defeating him.
Accomplishments are the actual things your character has done. The recognition map is the result of your accomplishments. So if Joe Soshiopazu murdered 500 dudes in Mizu no Kuni, in Mizu no Kuni, he'd be known for doing so.
The fame system stuff will be put in your holding if you have one and if your profile if you don't for the sake of not allowing you to edit it without coming through development first.

Finally, here's just something to make sure you read the whole post. If you are applying for a skill increase put in the title of your thread. If you're applying for fame, put [F] in the title of your thread.

Can you give us an approximate level in order to justify a skill increase per level?
For example, how much IC Development would it take for a Chunin to attain a Jonin rank, and so forth.

I can't put any exacts on this given the nature of the question. There is literally so much stuff that can be done. Generally, it takes a while to jump up a rank, but for the sake of RP, I'll settle for a FEW as in MORE THAN ONE well-written arcs that aren't jumbled up and whatnot. Not saying anything has to be a masterpiece given we're only roleplaying, but nothing cut dry and bland.

I understood that pretty well, I'll just assume that the higher the rank is, the higher quantity and quality required in the arcs are.
