KUMOGAKURE MISSION TUTORIAL
The Kumogakure mission system was recently revamped. The intention of this was to provide “mission arcs” for people to participate in. As missions are completed, new missions shall open up, constantly building on one another to provide significant improvement for the village. For example, while Mission Arc #1 may have five missions, Mission Arc #2 may only have two missions. As missions are completed, the emphasis of available missions will slowly shift until the second arc has more missions ready to be completed. As the village continues to progress, a new arc may open up, providing unique opportunities for your character.
The hope is that such a system will provide a feeling of significance that other village's missions lack. As the arcs progress, Kumogakure will gain real, justifiable strength. While there will be miscellaneous missions, those mentioned in mission arcs are more specific to the Raikage's plans. This means that those that complete storyline missions will achieve the public eye more easily.
One of the new portions of the mission system is the category listed as “Points of Strength” for each mission. Meant to add to the meaning of the rank of the mission in terms of what is needed to carry it out, the points of strength system uses a shinobi's rank as a numerical value. As such, a mission with a listed 6+ for points of strength recommends that the team's point value adds to at least six. This can be achieved by any combination of the above, although groups of six Genin will be taken with a grain of salt. The points do not have to be followed exactly, as exceptions can be made.
As is evidenced by Naruto's first mission, complications may arise. Once the mission has been assigned, the shinobi's progress will be tracked. At some point, the person may be informed OOC that a specific complication has arisen. NPCing the complication will be done at the Raikage's OOC discretion. Some missions have the potential of other characters interfering.
I, the Raikage, will expect a report of the mission in character within my office, where I will then determine the completion of the mission as a success or failure. Do not go on any missions without asking permission first. We don't need anyone ambushing and killing a squadron of foreign ANBU 'round here. ;[
