So, as we all look toward a possibility of a revamp, I think it's important that we have some starting place in terms of story line to do so. I think we have all the logistics, as in registration and shit, and guidelines from the past so all we have to actually do now is establish a plot.
Me, and Nozu seem to agree that a period in which the villages are amassing allies by coming into contact with clans and contracting them into the villages would be interesting. Every village would have their respective Shodai and his/her emissaries seeking more clans to ally with. We thought this would provide elements from both the warring clan period that is being highlighted in the manga while still giving us the familiar elements we know from the common era.
If you want to revamp characters, they can be adapted, I guess.
This is just our opinion though and I think it's important that we all get some sort of say in this so we can best start up this site again. Lemme know, friends, what yous think! I'm very interested in starting to RP again so I would love for this to actually get done!

While acknowledging that this would affect a lot of what's been done so far, I don't think enough people are around for that to matter. I am not opposed to the idea of a fresh-village start.

Another potential point worth revamping- death, and power. While combat is an integral part of the Naruverse- from an OOC standpoint, the death of characters leads to the death of a site. And not just character death, but permanent maiming and or loss of control of characters.
Hand in hand with this is the strength of characters. Imagine being the new member on a site, and seeing the main 'clique' that has a host of 2-3 Kage-potential characters who have mass murdered thousands of people apiece. You're just not going to want to join.
And while that's fine for that main group of folks, since they're at that level- it stays just those people. And the site goes into remission- as seen countless times on every site we've all been on.
So, potential limits on death, and characters of astonishing unmatched power. Just a bit of food for thought.

Esei offers a rather nice point of view.
I find that many in the past (me included, at times), have taken that power and strength were among the top few things to shoot for on a site of any genre. Here in the Naruverse- rather, the Konaha-verse- people tend to make and develop characters that are tremendously stacked from head to toe. No pun intended.
We need to urge members to find some sort of balance, not to mention, restraint. Most characters have a theme, or certain type of ability/jutsu/what have you, that they use- though in often various forms (ex: Rasengan, Chidori, and Sharingan).
Essentially, what I'm saying is, let's limit the amount of Jutsu and abilities (chakra nature included) that a character may have, and urge our members to keep it, for lack of a better statement, a tad more theme-oriented. In terms of death, and that whole issue, I think if we urge our members to focus more on Story-Writing as opposed to needless fighting and power-hunting, we can nip this in the bud. This is only my opinion though.

I have a few points to make. 1: I personally feel that Konaha should not just be limited to us. We should want to build it up, have it grow, and bring many more people in. I don't want us to just RP again for a year or so, and then get bored of it and let it die again. I want there to be people to take over from those of us who move on. I want more than 100 members by the end of the year. 2: I am working recreating a canon timeline. We can work off of that when deciding exactly when the revamped Konaha should take place. I will get back to the rest of you on that.Edit: Ah, the plot has been decided on, already? 3: I feel like pointing out, as someone who has had multiple characters that others might call "OP" or overpowered, that the character itself being strong is not a dig deal at all. Putting it in terms of canons, someone controlling Orochimaru fighting someone controlling TonTon the pig could still lose, depending on the skill of the RPer. Also, increasing your character's skill and arsenal of techniques is not needless. This RP is based on an action/adventure manga. There is going to be fighting, and there will be people who want to play the hero or villain. There will be people who want to experience the growth of their character. I would think the majority of people who RP on sites like Bleach, Naruto, One Piece and Fairy Tail want to have their characters grow and become powerful. 4: As far as the no-death thing goes, I don't like it. It makes no sense in the Naruto universe. I can agree with the option of no death, however. For example, I am on a Fairy Tail site that incorporates difficulty levels. You decide when making your character, what difficulty you want them on. This can later be changed at any time. Characters who are on easy, they can't kill or be killed or by attacked without consent. Characters on medium can attack others who are on medium or hard without consent, and can be attacked without consent by others. If attacked without consent, they cannot be killed, but if they initiate the attack, they forfeit their right to claim no death. Characters on hard can kill others on hard at their whim, and are always death-enabled.
I found this method of regulating death to be ingenious. If the rest of you like it, I can ask the owner of the site that uses it if I can use the idea for Konaha. Just, do not implement it without consent, let me know if you want me to ask.Edit: Oh, it seems the no-death thing has become a rule. 5: The death or failure of a site has nothing to do with characters being powerful, and in the control of certain cliques. I remember back when Hideaki and Akemi and other staff ran around with the Akatsuki doing things. That had no negative impact on the site as a whole, if anything, it thrived because of the excitement it brought when custom powerhouses would clash with Akatsuki members. The death/failure of a site has everything to do with drama and lack of enthusiasm (often a result of said drama spoiling plots and storylines of too many members). Here on Konaha, if were are to make a serious go of this, we must avoid drama. We have to work together, communicate, and be willing not to take things so personally. Use your words, bitches.

Addressing your third point, Nim--
Firstly, from what I've learned just by seeing reactions to the thought of the site having a no kill rule--a lot of people want to just fight, which is okay, I guess--but beyond that they usually intend on pointlessly fighting and killing. That's where the divide is forged. In order to do this many pack their Jutsu arsenal full of many Jutsu, yet do not factor in the time it would take to create or learn said jutsu, nonetheless master them.
I personaly don't like or believe in the term "OP," I prefer to say "stacked" since, well, usually that's what they are. There's a fine difference between the two terms. Being over-powered general pertains to the entirety of the character, while being stacked simply pertains to them having more jutsu than logically plausible--and usually in multiple aspect of ninjahood. Hashirama and Naruto are two of the most powerful shinobi the manga has shown, but there's something there, a reason for this. And no, it's not that they both have a Sage Mode, either. It's that they both operate by using a strict, and specific type of Jutsu. For Hashirama, that's Mokuton, and for Naruto it's Rasengan. Yes, Naruto has Sage Mode, but he would be inadequate without the Rasengan.
Furthermore, I say that to say this, it's okay to build up a nice set of ten jutsu which all grow from a common stem--and to even have a side category or two that you've grown proficient in using so that you have a few aces up your sleeve. The problem is created when, let's say:
You have Suiton, and can full use it, and have a listen of like twelve jutsu. Then you have Raiton, and can fully use it, yet you have twelve more jutsu for it despite the fact that Suiton was and is still your first elemental release. Then you have then capable using taijutsu masterfully--though shinobi are regarded to use hand-to-hand combat, so this is a bit of a double-standard. Then you have them using weapons, of all sorts, multiple, skillfully.
Essentially, it's too much. Yes, you can have more than one nature. Sasuke did it, he had two. Yet, if you notice he only had like roughly five katon jutsu, and one raiton jutsu--which he expanded on, mind you, into four or five new jutsu.
These are the things I've grown to...no longer understand. Yes, this is an RP, you want to be big, bad, and powerful. Just keep in mind, using a lot of jutsu to win a fight isn't as impressive as using fewer. For those who need something to help them picture what I mean, here--using seven spontaneous different jutsu to win a fight isn't nearly as impressive as using one or two jutsu (not including the basics, since they are, as we say, the essentials).

I get where you're coming from.
For the most part, everything I've said is just from my point of view. I know there are people who deliberately make powerful/stacked characters with the intention of trolling or whatever, but in my personal experience when RPing, I've never been that type of person.
My characters tend to have a theme with their techniques, but not always. Kagyaku had techniques from Kidoumaru's clan (which she was a member of, to a degree), as well as strong taijutsu and later strong genjutsu. This worked, however, in that she was a master planner who wanted to always be ready for any situation and often had to engage in combat, and she was already 50 or so years old when I made her.
Chisuji had something like 24-27 techniques, but they all revolved around blood. She never used every single one of them. I would estimate that only 17 or so had ever been used ICily. For the most part, I intended to imply that she came up with most of her techniques on the fly. When I used a technique IC with her for the first time, that is the first time it is used. This worked, though, in that they were bloodline techniques, and her bloodline was vastly more versatile than the average bloodline.
I have no problem with characters having a lot of techniques, if it is believable for them to have so many or such variety. If the character is old, or specialized in some style, or a genius of sorts. Your example, Sasuke, is a bit off. Rather than just some katon and raiton, he also has loads of snake summoning and kinjutsu and taijutsu. His list is more like 30-35, not including anime only stuff. He is only 16 or so years old, but he has the Sharingan which can instantly memorize other techniques, and is a genius. For him, it works to have so many.
I would hazard a guess that Sasuke knows a lot more techniques than he's shown so far. We can't watch someone perform one technique, and then assume they know no others until they're shown. We have to assume when we first see them, that they have already learned a number of techniques. At least enough to be confident and fight someone.
On a RPing site, however, we have to register techniques before we can use them. Rather than have to deal with it later or in small increments like some people, I like to get all of the techniques I plan on using for my character registered for them ASAP. This way, people can see what my characters is capable of, right from the start.
Also, and this is just speaking personally, when I make powerful characters it is never with the intention of just them being powerful. If that were the case, I would be abusing their power. I can guarantee you that if I had been a troll, Chisuji would have gotten me banned on Konaha. I know how not to abuse having a certain skill level or making certain potentially OP techniques.
The idea I have in my head, when I make someone like Chisuji or Kagyaku, is that they have already gone through the trials and tribulations a number of other characters I make would be going through. They are made at the level the Rookie 9 are at now, rather than when the series started. They are Kakashi or Gaara, not Konohamaru.
I just see them further along in development than my other characters. Looking at Sasuke, where he is now in the anime (I don't read the manga), he's already at a certain level. It would be strange to look at him and assume he was not anything short of a badass. That is what I see when I look at certain face claims, and I often build the character around the face claim, so what comes off as an OP or stacked character results in the eyes of others.
I personally only want to fight with certain characters. Chisuji was a fighter, Kagyaku was not. While Kagyaku did sometimes spontaneously get in fights (for which I am thankful I made her techniques beforehand), she was meant to be a politician whereas Chisuji actively went around looking for trouble. I don't see it as me, the RPer, who wants to fight. I see it is as the character, whose antagonistic or cruel or crazy personality makes fighting more likely as a thread goes on.
Chisuji and Urk are good examples of this, and conversely so are Nimori and Kagyaku. Chisuji was insane, and Urk was highly emotional. As a thread went on, and either one conversed with someone else, there was more of a chance that they would get annoyed or offended by something someone said, and often a fight would erupt. This was vastly more likely with Chisuji than Urk, though.
Chisuji didn't only fight, however. She had a number of meaningful plots, particularly with Russki. There was even an instance where she was in a good mood and refrained from fighting. When Kakashi used Kamui to warp her arm off, comes to mind. She simply put her arm back on, and let him leave without incident.
On the flip side, Kagyaku and Nimori were not fighters. Yes, they were powerful and to some degree reasonably stacked, but they did not go around throwing out techniques. In fact, both tried to avoid fights and instead manipulated things from behind the scenes (though Kagyaku did go through a violent phase in Iwagakure).
Some people are trolls, who make characters at a certain high skill level and stack them with a number of techniques with the intention of puffing out their chest and holding their powerful character over their head. Then there's those like me who have plot/storyline in mind when making their characters, often with the betterment of the site or enjoyment of others in mind, and who will defend the site and its members from troll characters.
