Since Tobirama was the one to first found the ANBU, and he died before he could become Hokage, I will be forming them IC. Each member will be given a unique mask, and for the time being, it will be limited to 8 members as they will be considered an elite task group by Asahi. Eventually, those members will be allowed to lead their own ANBU divisions as captains. ANBU will also be given special missions both within and outside of the village.
