我々は犠牲もののために泣く 「WEEP FOR THE ONES WE SACRIFICE」 The entire village awaited Masahige's announcement concerning Sarutobi Sio. Civilians and shinobi alike crowded in front of their Hokage, who stood with the Council behind him. At his side was Konohamaru; Moegi was noticeably absent. Behind Konohamaru, what appeared to be Sarutobi Sio stood quietly.
Everything was silent, for the moment.
"It has been decided that the man from the Hata clan is right," Masahige announced. "The existence of the Kyūbi will always remain as a threat to our village. However, there is one glaring concern of mine; we cannot trust that man with possession of the Kyūbi either. So, it has been decided that I will do what is necessary to protect our village. Sarutobi Sio, Jinchūriki to the Kyūbi, will be permanently sealed away with the Kyūbi inside of her."
Gasps were let out among the crowd. Maybe were upset, and many were also relieved. Masahige knew there would be those that agreed and disagreed with his actions, but he also knew that he was making the right decision. Allowing his village to believe that Sio was going to be permanently sealed away was the only way to keep her safe. The Hidden Leaf might face some consequences from his decision, but that would be for him to deal with at a later time.
At his command, Konohamaru stepped away from his "daughter" and she stepped forward. Not a word was spoken as Masahige created a tar bit behind her. The tar rose and formed a clone of himself, and then engulfed "Sio". Masahige formed a string of hand seals, and the placed both hands on the tar engulfing the girl. In an instant, "Sio" and the tar became a fossil.
Masahige turned to the crowd.
"This fossil of Sarutobi Sio will remain hidden until we discover a way to remove the a Bijū from it's host without causing the host's death. That is all."
His announcement to the village was over. The situation had been handled as he saw fit. Only Masahige, Konohamaru, Ryuze, and a few others knew of the true situation, and that was how Masahige liked it. He had taken steps to make sure that even sensors could not decipher that it was not truly Sio that had been sealed. He turned, and then left the village to contemplate what just occurred. Konohamaru took care of taking "Sio's" fossil away. Later in the night, Masahige would relinquish the seal and allow the ANBU that had posed as Sio to return to her duties.
