Amegakure has a very simple and streamlined hierarchy, implemented by Wani Ryuze.
Ten years ago, Wani Ryuze headed up the liberation of the village from six decades of tyranny. She created a council and gave the power back to the people of the village, who then dissolved that council within months and headed their own democratic-style election, essentially voting Ryuze into a leadership position reminiscent of a monarch.
Ryuze, herself is the head of this hierarchy. She alone is responsible for the decisions of the village, and it is a position that she takes quite seriously and pours a lot of thought and attention to.
Beneath Ryuze is the Boca. Spanish for "Mouth", the definition could hardly become more literal without crossing into the ridiculous. The Boca is the one whom information passes through from the Padre, and whom information is both given and received by Ryuze. The Boca is the only one authorized to speak to Ryuze, and also to each of the Padre.
Padre- The Padre, or 'parent' are the leaders of their respective Manada, or "herd". There are three Padre for three Manada within Amegakure. The there Padre never communicate directly with one another or with members of a different Manada: only the Boca, and the individual members of their Manada.
The Manada are the three squadrons of Amegakure, composed of shinobi of multiple ranks, from Genin to Jonin. Each member of the Manada has specified duties, and members are not allowed to cross into other areas. The Manada report directly to their own Padre, and are not allowed to share information with members of other Manada. Even gossip within the Manada, itself, must be kept to a minimum.
The first Manada, the Perro de Guardia or "watch-dogs" are the internal law enforcement of Amegakure. They wear white patches on the sleeves of their black flak jackets, to represent the purity of freedom. The Perro handle internal village issues such as robberies, noise complaints, truancy, and intruders who may have breached the gates.
