Before Kumogakure was founded, Kaminari no Kuni operated somewhat differently than the other nations. Clans still took up arms against one another for their clients, but there was a political dance they'd all played at the same time, where one clan would vie for the favor of the ultimate client, the Daimyō who would take the strongest clan to be his official retainers. Given how coveted the position was, coming with immense riches and power, clans found it better to begin allying themselves with one another as to gain the upper hand over other clans who they'd called rivals since their very inception.
However, when the Hidden Leaf Village was made known in the land where the mountains reached passed clouds, the Daimyō chose to adopt the system, naming the leader of the clan that served as his retainers at the time to take up the position of Raikage. The position of Kage had been given to Kaminari no Kuni because of all the nations, it was one of the five to have the strongest clans in its lands.
The first few years of the village's existence were tumultuous; the Shodai went about trying to ally the village to as many clans as he could, leading to constant combat between the village and those clans that would try to destroy the system so that they could gain the Daimyō's favor. In addition, the Hachibi, sealed into the Shodai's biological brother, grew restless and in a fit of rage released himself from his cage to wreak havoc on the Hidden Cloud Village. The Shodai managed to suppress the beast temporarily, as his grandson would one day, using the Kohaku no Jōhei. However, it was at the cost of his entire clan. Only he survived.
Since the Shodai held himself to be in the Daimyō's favor as he was before the village's foundation, he only found it correct that his successor be his son as the Daimyō's senior retainer also went from father to son. It was for this reason that the Nidaime Raikage was selected from the strongest of the Shodai's boy children. The other villages were used to the system as well, and so they accepted the Nidaime, the Sandaime and eventually the Yondaime, A.
After the war in which A served as the Supreme Commander of the Ninja Alliance, there was a murmur within the hierarchy of the clans that the man wished to grab for more power than he already had, potentially even to seize control of the entire country by commanding the assassination of the Daimyō. However, no one would dare utter the accusation aloud for they knew of the great power that the Raikage had himself and the influence he bore. In the modern era, the Hidden Cloud wasn't divided by clans. There were a fair amount of shinobi who belonged to none and therefore, were loyal to the Raikage above anything else.
The clans had to be quiet in their planning as to not rouse suspicion and launch a civil war on a half-baked theory. However, A was as perceptive as he was powerful and word of their thoughts made it to his ear. He chose not to simply ignore the rumors, but join the discourse of the clans by wedding his son to the daughter of the head of the Yoippari clan, a prominent clan within Kumogakure and even before. In doing this, he'd successfully allied himself to not only the Yoippari but also their ally the Yotsuki clan which also traced its greatness into ancient times.
Now, the clans continue to plot, but the plotting has become so much more real and imperative. Now, not only was there the rumor that the Raikage was becoming too powerful, but he had two powerful clans behind his back indefinitely if a child were to be produced. It was only a few years before just that happened.
The Child of the Seal, they called him for they sealed the bond and sealed the fate of the village to eventually come to conflict, Yoippari D would be raised with the Yoippari clan but have a link to his grandfather A so that he would hold allegiance to him ultimately. When A died, going along with tradition, a Raikage could only be chosen from his lineage, another slap in the face to the clans that would oppose him. It was ultimately decided that the Child of the Seal would be the best choice since he'd meant so much to the movement of the Raikage, Yoippari and Yotsuki.
But now the aggressors are more angry than ever. To choose a mere boy to be Raikage opposed to one of the more experienced and qualified shinobi of their clans was the last offense they could take. Now they plot D's overthrow, waiting for the moment that they could strike and show the Daimyō that his favor is better placed in other places.
