From my understanding, the big message on Konaha was if you do the work ICly, you should be able to get the reward. Me and another member were plotting and beginning to thread to get him Sage Mode from the Dragon summon family. Dragons, of course, are probably the oldest and more mythological pieces of lore out there, and it's only logical that something so old and that steeped in mythos be able to use Senjutsu. Now look at this. HATA OJIN has jutsu that include Senin Modo, from the summon family Moths. He started with this, and it was approved. Why should a member, staff or not, be allowed to start with Senin Modo from a random summon family, but someone not be allowed to achieve it ICly from a summon family that makes a LOT of sense to have it. It is unfair, and, to be quite frank, biased. Me and Kata, the member in question, had a lot of plans to do with this, and there was a lot of plot involved with it ready to be written, and now we're being told that we can't do it because of some bullshit rule that is nonsensical, not written anywhere, and, as I said earlier biased. Your Request: We be allowed to go through the plot and the member I'm plotting with allowed to achieve Senin Modo.

It was decided by staff that only the canon summons shown to have sage mode would have them. Which would be Toads, Snakes, and Slugs (possibly). The sages made prior to that agreement were not effected, because that isn't fair. Not that that mattered, because the only sage that is made is for PLOT stuff.
Not only that--
Not every person can do Sage stuff. You don't know they can become a Sage, and for them to automatically be able to is implausible.
Also, Dragons, which I OWN AND LET YOU USE, do not have Sage Mode. So yeah.

Fact of the matter is, yes, it was decided by the staff board at large, myself included that Sage Mode should not be available to be registered. We took that pre-emptive measure to prevent the idea that any summon could have a respective sage mode as soon as it was revealed that Kabuto could be a Snake sage, arts previously deemed exclusive only to the Toads.
Though we may not retain the most accurate representation of lore to the Narutoverse, for the sake of recognizing the amount of player power sage mode offers to characters, to let them run unchecked would really hamper the community as opposed to enriching it. By this perspective I mean, I think the immersion is shattered when we have several people able to tap into Sage mode and Natural energy when it has only been demonstrated for a very select-elite class of character.
Furthermore, again on a mechanical perspective and less on lore integrity, with only 66 registered characters and five having access to natural energy, 7%, almost a 1/10th of the site's characters having sage powers just doesn't sit well with me for something proposed to be extremely rare. I won't get into the numbers of creating a mean of “active” characters. But the point should be that the population needs to be curbed somewhere.
There is an argument that access to Natural energy, while rare, should not be exclusive to certain animals in the kingdom and I agree on a personal level. But as it stands, the site is still too new to introduce those types of figures en masse. Furthemore I would like to continue with the mantra of “do it Icly”, within reasonable expectations and educated guidance from the staff to warrant what I would suspect be better off as a reward than something granted in the registration process.
Whether or not a summon has a sage mode or anything remotely similar should be/is left to the owner of the registered summon and the lore thereof.
In regards to certain characters just starting out with sage modes are accessed to, even for “story line purposes” isn't entirely fair to the member base because they cannot use this clause when they want certain powers for their characters. Keep in mind though, the staff sometimes take this liberty less for themselves but to help foster an environment that the rest of the site can partake in, and these characters are generally little else than cameos, even npcs to propel action forward than to just be participants of the world at large.
However-
I would like to state that I am not content with the illustrated reality that the only tolerated sage characters “currently” on the board are owned by staff members, then immediately revoked/banned from registration. Nor am I wholly content with the absence of communication on this matter, beyond just talk in the cbox and hearsay.
My ruling in regards to Dragon's having a sage mode is denied. Staff had agreed that sage mode needed to come to a close for the time being since late July, though the discussion was brought up prior. However, perhaps as the site matures and characters continue to add merits to their belt, the option for registration/story-line approvals may be opened up.
In the future, the staff will make better efforts to communicate rulings on popular topics such as this as well as take in community feedback, to deliver a better experience to the rest of the member base.
Secondly, a “summon registry” will be created, to absolve all disputes regarding the creative and IC owners of contracts.

To rectify a previous statement by Nozu--in terms of the canon, the Sage Arts come from animals which originate from two places which were stated explicitly and a third which is inferred within reason. Those three places are Myobokuzan (where the toads reside), Ryuchi Cave (where the snakes reside) and Shikkotsu Forest (mentioned in the manga as a place to be as mystical as the aforementioned locations. Given that Tsunade summons Katsuyu from this place and is the Shodai Hokage's granddaugther, who can use Senjutsu, I think it's safe to assume he acquired Sage Mode from here). I took a liberty, a large one at that, in suggesting that Ojin has Sennin Modo from the moths, but I supported it with saying the moths, like Katsuyu, were from Shikkotsu Forst which has a Sennin Modo. That's my bad, but as Nozu stated, Ojin is not my own personal character and I only use him to drive the site plot.
Unless your summon comes from these three places, they are ineligible for Sennin Modo until the manga puts forth something else to overrule this thinking.
In any other regard, Shimada is right. It was our fault, as staff, for not telling the members the results of our discussion and we will make every effort to be as transparent as possible in the future.
I just wanted to give this tidbit in respect to the canon and the jutsu staff as a whole going forward.
