CONTINUATION OF...This time, Mara had set up an appointment. It was a few days after her meeting with Osa and Suzaku, and with the others keeping silent she felt it was her job to go speak with the Hokage. After all, she had been building kind of a following with him, or more essentially his office.
She had in her hands some papers, which were written recordings she had made after the meeting of the things stated in it, as well as a proposal for the Hokage about something that had been discussed between the three Jounin. She hoped this would get the ball rolling, in gaining some answers.

Masahige sat quietly at his desk, brooding over some recent news he'd received days before now. Despite his mood, he'd accepted the appointment with Mara. She had proven herself an asset to him lately, and her repertoire as a ninja of the Hidden Leaf stood out among most others. He could not find it within himself to refuse the appointment.
She had permission to enter his office at the designated time. When she opened the door, she would find him glancing over a report on the happenings in Taki no Kuni. Three orbs of mud rotated above his head at a steady pace. They were mostly present to keep him calm.

She entered, carrying her paper work, making sure not to drop any. Shutting the door behind her, she turned and bowed.
"Thank you for seeing me Hokage-sama"
She said and approached his desk, moving to stand next to the seat in front of Masahige's desk, and await the offering as was traditional. Once she was offered to sit down she would do so, and set the papers in her lap, letting Masahige ask her something along the lines of reasoning for this meeting.
"Firstly, I have a assessment here, made of the ninja of the village and the value in forming a squadron or force of select ninja for specific purposes. As detailed in the report, the purpose would be to gain more understanding of this Bijutsukai group...
This next piece is an incident report..."
She said as she set the first batch of paperwork down. It was general things, shinobi lists, details of known abilities and areas of expertise. Mostly Jounin level or Chunin level ninja, and with cluster formation pairing ninja's by their best attributes in the field. Like how Mara was long range support and a scout, so on. The next paper she held onto was a Konohagakure incident report document, used only if there were things that needed some serious thought... It was written detailing the events at the meeting between herself, Osa, and Suzaku... She was wary to hand this over just yet, holding it while looking up at Masahige. In her eyes there was doubt, something she wanted to ask him...

Masahige did not look at the first report handed to him. He kept his eyes trained on Maka. To believe that he could not read her was foolish. He did not immediately speak to her; only watched her for a moment. His eyes glanced over her face, reading into her doubtful expression.
"If you have something you wish to say, then say it. I did not accept this appointment with you to have my time wasted."

Looking out to him from behind those glasses, there was a narrowing in her eyes.
"Before I turn this over to you... I need the truth...
Was Sarutobi Sio's death a cover up?"
Her words struck with uncertainty, but held with a note of disdain. She had a serious look in her eye, and was clearly judging Masahige's expression, to gauge for lies. True she did not know Masahige well enough to know if he was lying just by his words, there were other ways to tell. But then, what use would lying to her, in this private meeting be? When she had put forth the notion of a group to organize against these Bijutsukai...
Lying would only hurt this cause.

"No," Masahige replied simply. "Aside from the fact that my sealing technique does not kill, what has been done to Sarutobi Sio is what is necessary for the village to progress without internal conflict. Is there a particular reason you meant to ask this question?"
Whether or not he was lying was inconsequential, though discerning such would be difficult. Masahige was the Hokage, and everything he did was in the best interest of the village.

She looked at him for a moment, hearing him speak on what had happened to Sio left room that she was still alive. But with hearing the things she had, she had to question, even if she knew it to be lies she still thought there might be truth there. Honestly this fed into her subconscious doubt in the Hokage himself, as she didn't know much about Masahige before he came into office. Mara would then nod her head and pull up the next bit of paperwork, sliding it onto his desk. The incident report, of the meeting that took place between Uchiha Suzaku, Sarutobi Osa, and herself. While it wasn't word for word what everyone had said, it was a blanket covering of it, and input the basics of the discussion, like Suzaku's statements, and Osa and Mara's defense of the Hokage, etc.
"This report details allegations made by Uchiha Suzaku, he believes you were lying, and says at the sealing in front of the village he knew it wasn't Sio. I do not take his word, but still had to ask, because your intent was clear with the action... "
Mara said, and then held her tongue. She wanted to say more, to speak on how the village could have protected Sio, and how they would have defended her against such things, but it was not her place to make that call. It was Masahige's, and of the options chosen he took the road less walked. A path of seemingly neutrality, by showing this rogue group that what they wanted was no longer accessible, and displaying such to many witnesses.

"To address what it looks like you want to say--"
Masahige slid the paperwork closer to him, ready to give it a brief once-over when he had the opportunity.
"--it is not a matter of whether the village is capable of protecting one of it's own or not. The matter of the Kyūbi has always been dicey among the villagers. As you well know, not everyone can agree with any one decision made. I catered to the majority of the village while still taking the minority into consideration. Many people in the village still live in fear that the Kyūbi could be released and terrorize the village. Naruto, when he was alive, kept that at peace. But Naruto is dead now, and there is no person alive who can replace him.
"Sio cannot uphold his legacy, and therefor cannot ease the minds of those who fear her and the Bijū she holds within. Our enemy preyed on those fears, and his tactic worked. You must understand that some enemies inspire internal conflict in those they wish to destroy. I did what was needed to dissolve that possibility."
He then opened the report and scanned through it. The mention of Uchiha Suzaku earlier had sparked some irritation in Masahige, though he was careful not to show it. As he read over the report, he sighed. At least Mara and Osa were as dependable as he had hoped.
"I see," Masahige stated. "It's good to know that Osa and yourself are reliable. As for the matter of putting together a squad to track down the Bijūtsukai and gain more information on them, I'm afraid I have to decline the proposition. One member was capable of infiltrating the village, and his claim to have taken down one of the existing Jinchūriki is something to consider. Even the Raikage's attack during Naruto's funeral was not capable of bringing the enemy down. I will not risk lives in this pursuit."

She understood his meaning, and understood the logic behind his choices. While yes the enemy was strong, or appeared to be at least, it didn't make them invincible. She still felt it best if the village at least sent out recon, to watch this enemy, and at least learn of their movements. Such a thing would go a long way into gaining information about this threat and their true purpose.
"I understand your concerns Masahige-sama.
But, I would say not letting us have the option to face this challenge in what way we can makes us feel weaker then we actually are.
It may be true, that this enemy is strong, that the likes of one of the five was barely capable of subduing them in a way they are accustomed too, but we the village as a whole have many strengths and many resources to which we could use...
I do not think it prudent to go after them to fight them, this I agree... but allowing them to move unseen, in ways that might harm us on the path we walk, does not make for good strategy.
I---I'm sorry, its not my place...forgive me Masahige-sama"
She said, as she realized she had gone into a heated monologue detailing her own beliefs. While yes the enemy was strong, but fighting them was not what she was looking to pursue. Tracking them, watching them, gauging their strengths and weaknesses was something that could be done. Actually, it was the ninja way, for no fight is made against overwhelming forces without knowledge on these forces.

Masahige eased up slightly.
"You may also be correct in that eyes should be kept on them. Your particular skills are useful in the task, but I would recommend finding a suitable sensor that can detect the enemy through more refined methods, as well as keep you from being detected. As formidable as this group is, they may also have a powerful sensor as an ally.
"Once you've been able to recruit a sensor with considerable skill, I will permit you, Osa, and the sensor to perform this task as a three-man squad. Uchiha Suzaku, however, will not be allowed to accompany you. He will remain in the village."
Consider Suzaku suspended from all shinobi activity until Masahige has had a word or two with him, basically.

While she couldn't speak for Osa, she knew that were she to find a sensor and possibly other member that this could be dones easier. She nodded as Masahige spoke, and thought over who she could have as other team members.
"I understand sir."
She said, understanding as she looked at the Hokage. Shew knew the risks and figured it would be prudent to begin recruiting almost immediately.
