[/a][/td][td] Koga walked through the tower his cane clanking on the ground, tink, tink, tink. Announcing his arrival with every passing step.
Koga had requested this meeting with the Raikage in hopes to lend his assistance. Koga was known to have been an experienced jonin since before the Raikage had been born. Serving D's father with loyalty and respect that he now showed to D. Though D was much younger then Koga he knew that D had rightfully earned the station of Raikage and gave him all the respects that man of his stature desired. Though he knew D all to well, his temper was truthfully the worst of it. Koga did however understand D's temper did stem from his love and dedication to his country and village.
After having been greeted by the guards Koga had made his way to the waiting room outside the Raikage's office. Koga waited patiently to be allowed in, looking around he smiled at the guards and the young receptionist.
Busy day huh, he said with a smile to the room.
Jonin Akimoto Koga, the Raikage will see you now.The receptionist said in a gentle voice.
Koga looked towards the voice, ah yes thank my dear. He said with a smile as he raised his old bones out of the chair heading towards the Raikage's office door.
These bones aren't what they used to be he said with a gentle smile to those present. Having lived a life of espionage and danger all his life, Koga knew it was better to be underestimated then it was to be feared. Koga was perfectly strong and healthy his actions were a constant facade to hide his strength, very few were aware of this facade though but the Raikage was one of those privileged few.

His eyes jumped up to the elderly shinobi as he walked over the threshold into his office. He smiled gently as he rose from his desk and bowed to him. His grandfather held Koga as one of his most loyal shinobi and he would impart the same respect, knowing his grandfather's ability to read people was impeccable.
"Koga-sensei, it is a pleasure to see you. How is it that I might be able to help you today?" he asked as he sat back down and extended a hand to one of the seats in front of his desk. |

[/a][/td][td] Stepping into the room koga turned to make sure he had closed the door, turning he saw the guards smiling and closing it for him. With a simple head bow and a smile to the guards the door shut. His posture changed, he stood taller almost prouder then before as though the years hadn't weakened him as much as he pretended. Turning to the Raikage's desk koga spoke, you honor me Lord Raikage-sama, koga said with a deep bow. Holding his bow for a moment koga took his seat upon the Raikage's gesture to the chair.
Lord Raikage-sama i know you are very busy and i thank you for this meeting. I had hoped to discuss with you today some tasks had i fulfilled for your grandfather in the past. Koga paused for a moment as though reliving something that happened so long ago.
There was a time after my accident in which i would assist the Lord Raikage with the gathering of information through a network known only to myself and your grandfather. It was only ever used in times of great duress, when war brewed on our shores and others. I have heard many rumors of current affairs some i know to be true and others i hope are false. I have the utmost respect and loyalty to you which is why i would hope to still be useful in these troubled times. I would ask you Lord Raikage-sama do you wish for this network to be awoken once more? After finishing his words koga pulled out his pipe, and motioned with the slightest gesture of his hand and eyes to not interrupt the Raikage's response. Making sure it was ok to smoke in the Raikage's office during their meeting.

D was intrigued by Koga's words, raising an eyebrow at the mention of an intelligence network that he didn't know about. He'd thought his clan typically handled matters of intelligence for the village, but this was something he'd never heard of; something he was hearing about for the absolute first time.
"Koga-sensei, I do welcome help where it presents itself, but not unless I completely understand the help that is offered me. Can you shed some light on the origins and the operations of this intelligence network? It seems its only invoked in dire times, which leads me to believe it holds dire consequences when used... what can you tell me about this?" |

[/a][/td][td] Your perception as always Lord Raikage-sama is accurate, the network can have dire consequences. You see in the old days as well as today intelligence gathering is mainly done by the shinobi. But there was a time in which civilians would add their strength to the village, and those who were not honor bound to the cloud where payed to be. This network can be detrimental because should it be found out the civilians, guards, merchants, even farmers can be swept up into the espionage ravaging a city's ability to create commerce. Or even possibly destroying trade routes between countries, this is why i was unsure to offer my network at this time Lord Raikage-Sama. I was unsure if what i had heard did indeed mean war was coming.
Koga sat smoking his pipe giving the Raikage all the time he needed to ponder upon an answer, koga understood the weight of the decision. [/td][/tr][/table][/right][/blockquote]

"I'm afraid I'm still not completely clear, Koga-sensei." D said, folding his hands atop the table now. "Villagers from other countries will be supplying us with information? How would you convince them to aid a foreign village and what is this about wiping out trade routes? How can this network go bad and if it does, what happens to the people who aid us?" |

[/a][/td][td] Listening patiently to the Raikage's questions koga continued smoking his pipe. Then when there had been a moment of silence after the Raikage's questions Koga respectfully answered the inquiries.
I understand Lord Raikage-sama this network has the possibility of being just as beneficial as it could be negative. It is a gamble and as i said it is used in dire circumstances when shinobi are needed elsewhere.
It is a network of merchants mostly, continued to create a web of civilians that can gather as well as spread information. In the past though secret messages were sent by shinobi under cover, sometimes that draws to much attention and if they are caught it is even harder to explain. By bringing this network back to life it is an easier method by which to gather information without sending shinobi into a possible life or death situation. There are others that employ these sort of tactics such as the lords and the like, when they wish to keep their intentions hidden from shinobi. As i had said Lord Raikage-sama this is a tactic used in sensitive situations. If war is coming then i believe bringing this network back to life will be an invaluable asset.
Koga paused for a moment letting the Raikage think upon this information for however much time he required. Smoking his pipe he spoke a few moments later, does this answer your questions Lord Raikage-sama?
