A woman walked down the city street, the hood from her black jacket covering her face. A few of the guys in the area called out in hopes of getting her attention. She paid them no mind. See, in this city, there were only three types of people: those that commit the crimes, those that fall victim to said crimes, and those that sat in ivory towers and watched the peasants fight over scraps.
She was the latter. All the thugs, mercenary, and the like that loitered around this city were ants. She was a queen, Queen B to be exact. With the pop of a pill and the snap of a finger she could topple governments, destroy whole armies, but most importantly make money flow without end.
"You could at least give them a smile," a voice chimed from the device in her ear.
"Not worth my time," she said before pausing. "I also don't recall asking for commentary. You're paid to watch and assist if needed. That's it."
"True enough," the man said lightly. "Well, this sector's clear. Nobody is tailing you. I'll check ahead."
"Kay." With that their conversation was ended. She walked for a while longer down the graffiti decorated streets until she reached what appeared to be an abandoned warehouse. There was a small group loitering around the entrance, and from the untrained eye they would just appear as random people, just conversing in an open space. Yet all of them were watching as she approached, their hands moving slightly closer to their concealed weaponry. Before she walked into the warehouse she raised her sleeve to show off a stylized tattoo of three planets. The guards fell at ease and she walked into the building.
To say that looks could be deceiving was an understatement. While the outside looked akin to a dump the inside was as like walking into Fortune 500 office building, with the exception that it was armed with mercenaries watching everything.
Flashing the tattoo once more to the closest guard granted her access to the elevator. After descending into the ground for what seemed like ten minutes she arrived at her stop. As the elevator doors slide open she stepped out and walked down the corridor, the only option for progression, cameras following her movement along the way. Once she reached the purple painted door she knocked three time. "Boss, you called for me?"
"BB-chan~!" an excited voice called out from behind the door. There were sounds of scrambling followed by a series of locks being undone. The door opened inward revealing a twirling man with purple hair. "We have a guest~!"
Her eyes followed his movement as she lowered her hood, undoing her Henge. Her short cut black hair slowly turned into long black dreads while subtle features of her face shifted. As her eyes fell upon the green haired man across the room her heart sank. She wanted to say his name, but she knew better. The Yūji she knew was gone.
A victim to their new master.
"Now that we're all together," Shu said as he lifted the book from his face. His tone was laid-back, as if he were bored. Yet another side effect of the Tanukitsuki, this form was so unmotivated. Pushing down all the urges to just lay there he sat up and looked over B. Her troubled expression bringing a slight smirk to his face. "Let's get down to business, hm?"

Within a matter of minutes the trio had moved to a large conference room, which was decorated in vibrant colors and abstract works of art. Boss placed a booklet in front of Shu and Busu before sitting down in his seat and opened his own. Much like everything else in this base it was full of visual aesthetics. Yet, it did not skimp on the information. Which Shu had to appreciate.
"As you requested from our initial meeting," Boss said as the not so fond memory reenacted in his head. He learned what true terror was that day. "We have begun to spread our influence through the 'underworld,' so to speak," he flipped to one of the pages in the beginning of the book. It showed a map with various countries highlighted. "With BB-chan's connections we have a strong hold in Kaminari no Kuni and Tsuchi no Kuni," he said pleasantly with a nod to B.
"Right. My trade route is also extending into Yu no Kuni1 where I hope to lure in more lucrative clientele," she added. Even after the last war the Land of Hot Springs was a still a popular vacation spot, especially for the rich and famous. All it took was one pill for her to get them addicted to her drugs. After that it was easy to bleed them dry of all their precious money. "My people are also looking into expanding through Ame no Kuni from Tsuchi no Kuni. Progress is slow but steady."
"What is stopping you?" Shu asked as he looked at the map lazily.
"Their shinobi have grown more active and the law enforcement has began weeding out the dirty cops. Our competition is also doing everything in their power to stall our progression."
"That's good," Boss chimed in with a smile. "Having a monopoly would bring too much heat. But Shu-sama, I've been busy too!" Turning to another page he pointed out the tattoo of the three worlds. "San'aku, Three Evils, is what we are calling ourselves. I have pulled the strongest gangs in Kaminari no Kuni, Tsuchi no Kuni, and many other neighboring countries into an alliance. You inspired me!" Boss said exuberantly. "Why should we spend so much time fighting among ourselves? We would be unstoppable if we worked together. Drugs, weapons, and prostitution."
"So what you're saying is…," Shu began to say before getting cut off by Boss.
"I'm saying that I'm building you an army! Nukenin, mercenaries, gangsters, prostitutes. All at your beck and call, my lord~!" Of course, there would need to be a bit of negotiations on his end, but that was a nonissue. If Shu desired it then he would make it happen. Boss then went on to explain things in greater detail. How he brought the other crime lords to understand his vision, whether by force or by choice. While under the banner of the San'aku they could do as they please. Keep whatever infrastructure they had. The only stipulation was that when he called they would answer.
"Excellent," Shu said simply as his dark grin spread. That put two armies within his control. "And what of the Bijūtsukai?"
"With the San'aku we've learned quite a lot actually. They're followers have been traveling throughout the countries, spreading their message to the people," Busu explained. "They appear to be starting up a movement to further pressure the villages. According to our mercenaries they have been going to lesser shinobi villages as well. None of the main members you mentioned have shown themselves however." She cycled through the booklet with laid out their research on the group pretty extensively: where they were receiving the highest support, who was backing them, strongholds, and the like.
"Make research your priority. My war with them will be starting soon. I do not want any surprises," the tanuki said sternly to both of his minions. At the mention of the word "surprise" he caught a glint of excitement in Boss's eyes. Shifting in his seat the tanuki glared at the man. "What is it?"
"Just a rumor! Just a rumor! One that Iwagakure is trying to keep under wraps," the purple haired man said as he mimicked Shu's smirk. "The grapevine says that the Yonbi got loose."
Shu's eyes widened with surprise as he stared at the man blankly.
"Word is he got free a month ago. Had a whole shit show and then disappeared. The Bijūtsukai don't seem to have him either. Our only lead is that he might be in the mountains," B added to the story. "If he's even still in the country."
"Son's free?" Shu asked with a laugh. "I was planning on killing that bitch of a host but the fucker beat me to it." Standing to his feet with a new vigor he grabbed the book. "Keep up the good work," Shu said absentmindedly to the duo before disappearing in a puff of smoke. If there was any merit to this rumor then he was already behind. Fortunately, Cezerny would have no issues finding the monkey sage. He was annoyingly effective at tracking.
Oh, he was looking forward to this reunion.
Especially if it meant strengthening his own agenda.
