A sealed message, addressed to the Hokage To the honorable Hokage Kusunoki Masahige, I Nanadaime Kazekage Seishen Danjo would humbly request your permission to send a messenger envoy to your village. Though i know our two villages have made use of messenger birds for sometime this message i wish to be delivered is considered to be of an extremely sensitive nature. The envoy will consist of a four man squad of my most trusted Anbu and they will be instructed to only enter your lands upon the arrival of an escort. They have been made aware that the safety of your village is to be regarded with the same view that they have towards the safety of our own. In this way they are prepared to take whatever precautions you would require of them, so they may safely travel to your village. I look forward to your response and i thank you for your time. Masahige regarded the message carefully. Though he was aware of the shift in leadership in the Hidden Sand, he had not bothered to pay it much mind. However, the new Kazekage meant to contact him with something important. That was reason enough to bring attention to the failing Hidden Sand Village. At the very least, he would hear out the message so important that it needed to be delivered in person.
The Hokage took pen to paper, and wrote a message in reply. He attached it to the same bird the Kazekage had sent, and let the message be on it's way.

Your four-man team will be granted permission to enter the Hidden Leaf Village and provide this message. Scouts in the Land of Fire will be notified of their oncoming presence and will be instructed to provide escort to the Hidden Leaf upon sighting. This team will be allotted time enough to stay within the Hidden Leaf to deliver the message and prepare for the journey back to the Hidden Sand.

Four days later
The Sunagakure Anbu squad had arrived at the border in a timely manner wearing their normal attire of demon resembling masks and black uniforms underneath flak jackets of various shades of beige to better blend with their natural environment.
The squad of waiting Konoha nin had guided them to the village proper, following in the groups footsteps the Suna Anbu said very little unless spoken to directly.
The four arrived at the building that was the foundation of the great village, briskly walking into the building they would await further instructions from their hosts.
Whenever the moment came where they were allowed audience with the Hokage a larger standing member of the squad would quietly speak through his mask.
I am the messenger.
Then he would step forward while the others would wait quietly outside the room.

His elbows rested on the surface of his desk. Masahige stared at the company of ANBU through laced finger. There were bandages covering the left side of his face, and dark red stains were focused near the eye socket. There was no longer an eye there, courtesy of his battle against the "Bijūtsukai".
"What is this message the Kazekage would have you send?" he asked. There was a deep sense of authority in his voice, and he was careful to make sure he didn't sound at all aggravated. After all, it was the simple fact that the Hidden Sand could not control their beast that he was in his current predicament. Though, that was a problem caused by Matamune. This new Kazekage was, hopefully, more concerned with the incidents caused by Shukaku.

The tall Anbu
Once the tall Anbu had entered the door he turned and made sure it was closed before he approached.
The wounds covering the Hokage were immediately evident it had seemed something of great strength had clashed in battle sometime recently with this great shinobi.
After hearing the words of the Hokage the Anbu stood silently for a moment before responding.
Nanadaime Hokage-sama, the masked man said as he lowered to his knees before the man. Falling into a Dogeza he knelt there for several seconds then continued speaking.
I must firstly apologize to you, for not sharing with you the full extent of the sensitivity of this message. It is why i am here and why no other was sent in my stead.
The tall Anbu said as he slowly rose to his feet after speaking the words.
Reaching towards his face he slowly unbuckled the mask, as it swung free the face of a middle age man stood before the Hokage.
I am Seishen Danjo.
He spoke as he stared towards the powerful shinobi before him.
Dogeza = is an element of Japanese manners by kneeling directly on the ground and bowing to prostrate oneself as touching ones head to the floor. It is used to show deference to the most highly-revered high-class person, as a deep apology and to express the desire for a favor from said person.

Masahige's fingers tightened around each other. His brow furrowed. He did not appreciate that the Kazekage himself had deceived him, regardless of what the reason. Still, this was a message of important. Masahige would not disrespect his fellow Kage by showing anger at the deception. It was, he supposed, a minor deception after all. It was not often that a fellow Kage knelt before him.
"Kazekage," he stated. "What message is of such importance that you would leave your village under the guise of ANBU?"

Kazekage Seishen Danjo
Danjo stood before the great shinobi understanding the disrespect of his deception. His face which normally stood calm and collected showed an obvious sign of remorse towards the circumstances.
Hokage-sama the squad sent to you was intended to share with you a request for aid in one of our villages future affairs. The trouble being that this was my only opportunity that i would have to speak with you of the reality of my circumstances.
I have reason to believe that members of my council are currently and have been in league with the Bijūtsukai. I believe they are directly responsible for the information that lead to the capture of our jinchuriki and the inevitable release of the Shukaku.
Though i in secret am taking action to bring the Shukaku under control, the reality is that even i am not in full control of their proceedings.
To openly call them out would only weaken my own seat and earn my own eventual ire from the council. Not just would they wish to disavow any information that i gained but ultimately pressing me on a path to be dealt with as i believed they had done to Rokudaime Kazekage Matamune.
The current interest that they share towards the Bijūtsukai i am not aware of, but i believe they have presented a chance to find out.
They wish to send invitations to the leaders of all the countries and villages giving them the opportunity to join our country in the celebration of our Winter Festival.
Under the guise of showing our own villages renewed strength and prosperity under my leadership, though i believe this to be only a half truth.
I believe they wish to gather the leaders together in order to be able to, with their "allies" aid, possibly attack some of the guests. Possibly sending the countries headlong into another great war or presenting them an opportunity to gain something of great value to their allies.
Though i am not exactly sure of their ultimate goal i do believe it to be in some way tied to the Bijūtsukai.
Should we be able to foil this plan we may be able to gain great insight into the workings of our common enemy as well as an understanding of how far the Bijūtsukai web of control expands.

That information was... unexpected. To Masahige's knowledge, the Bijūtsukai did not seem interested in throwing the world into another war. At the very least, that was not Ojin's intent. Masahige was uninterested in causing another war, as well. To that extent, this information was beyond valuable.
"I'm unclear as to what you wish of me," he said simply.

Kazekage Danjo
Danjo's eyes softened for a moment at the words of the Hokage it was plain to see that this great shinobi understood the situation very well. He understood the great burden of leadership that Danjo had only barely experienced in his short time as Kazekage.
I would ask for your assistance in accomplishing this deception towards my council and to help my village provide security for the Winter Festival.
He spoke plainly, his stoic nature finally starting to return to his demeanor.
The festival will take place in a village without previous shinobi presence, and is going through the planning phases currently. It is to take place in one months time, on the three days of the winter solstice.
This request was to be delivered by the squad of Anbu asking for your villages aid in the festivals security. I believe with your shinobi's help we will be able to stop and or capture any individuals that wish to do harm to the guests.
As well should we capture any individuals i believe the information that they would reveal would not only bring light to the individuals upon my council that are traitorous. But would also allow us to uncover what exactly the Bijūtsukai involvement and desires with this ploy are.

Kazekage Seishen Danjo Danjo stood without emotion as the Hokage refused his request, peering towards the man the wounds covering his face. It could easily be assumed that there was other powers at play, the Hokage could not just leave his village with a strong force of ninja in his wake to help guard a festival that was not his own countries. Danjo almost felt childish believing that he could just approach the great leaf shinobi and his needs would be met, the world did not work that way. This was the truth of the worlds leadership, only the strong survive. This would have to be something Danjo would bring his people through on his own.
I understand Hokage-sama, Danjo spoke as he bowed his head slightly.
With that gesture, he removed a scroll from his Anbu vest pocket striding slowly to the desk he gently set the scroll on the edge of the table.
I would hope you could still join us for the festival, as an honored guest.
Danjo spoke, and then he turned and walked towards the door, re-buckling his mask as he walked.

Kazekage Seishen Danjo
Danjo's hand turned the door nob. Then the Hokage spoke, hearing his words he paused and then turned back to the man. The generic Sunagakure Oni Anbu mask presenting its features towards the Hokage, while it hid the Kazakage's face.
This gesture is greatly appreciated, i look forward to seeing you then. Danjo spoke through the mask.
He gave the Hokage one more slight bow of his head after he spoke his words. Then opening the door behind himself he turned and walked slowly through its frame.
