A sealed message, addressed to the Mizukage To The Honorable Mizukage Terumi Rinruri, I Nanadaime Kazekage Seishen Danjo would like to formally invite you to my villages annual Winters Festival. This Festival is an annual event in which we celebrate the closing of one year and the metaphorical rebirth of the next. It is a festival of amazing proportions and my village and I would be deeply honored to have your presence here with us during this great celebration. I believe that by opening the doors and allowing you, our honored guest, to participate in this celebration that it would show the great strength of our own unity and prosperity. In this way it would not just represent the changing of years, but the dedication of the continued peace that our great nations and villages share with one another. Throughout the years that have passed our own forged bonds and alliances have kept our world in a state of zen. Let us celebrate these triumphs, and let us remember how we have all made this land better, with each years passing. I look forward to you joining us in this celebration in one months time. Included is a map with directions to a non shinobi village outside of Sunagakure. As well as invitations for an escort of ten other shinobi, bodyguards, or whatever is preferred.

She had let the messenger come into the village, ahad them escorted to her premises and accepted his letter. Especially in these days, you had to make sure that no message between Kage's were intercepted. It bore the makr of the Mazekage, and since the summit, she was actually curious to what the Cat wanted. After unlocking it and noting there wasn't the usual sealed locks on it, and seeing a different name for Kazekage she eyed the paper more curiously. The messenger was still standing there, as he reached into his coat for something nfour kunai appeared at his throat as four member of the Mei Kiri dropped out as if from nowhere.
They were good like that.
Rinruri would look at the messenger with a raised eyebrow.
"A new Kazekage...and he sends me an invitation, to a party? Well, not the most perfect timing, please take this message in response"
She said and wrote up a simple "Thanks, but kinda busy" letter to the Kazekage.
"Release him, escort him to the harbor, make sure his ship is read to go, and see to it he is on his way"
She said, and the Mei Kiri masked members nodded, disappearing back into the nothingness in a blur of motion. That was the cue, and the messenger took it, as he was wwasting the time of the rather busy Mizukage, whom was only in her office for about a hour each day due to other matters needing to be handled.
Like a war.
