Kihaen [Burning Soul] The Blood Line Inheritance of the Kyôkan clan. Though a unique design of high energy producing cells related to the mitochondria, those of the Kyôkan can harness this energy safely through chakra, releasing it through the form of intense fire and heat. Though this, those of the Kyôkan are adapt practitioners of fire related techniques and able to employ a host of other abilities related to their specially formed energy producing cells. When this bloodline is activated, the Kyôkan's appearance changes, typically with red hair and fiery red eyes, aptly named the Shakugan[Blazing Eye].

Yokuokitahi [Blazing Fire] An ability granted by Kihaen [Burning Soul] . Members of the Kyôkan, with manipulation of their bloodline, are able to coat their limbs with brilliant flame, allowing the utilization of fire based martial art and attacks. Subsequently, though requiring more precise application, one is able to coat their weapon in fire as well.
Kaho Enbu [Flame Waltz] An ability granted by Kihaen [Burning Soul] Those of the Kyôkan lineage are able to use a variety of fire based techniques and manuevers without the pre-requisite of hand seals, providing that the origin of the flame is from their own internal store of charka and the benefits of their bloodline.

Ok, reasonable.
Blazing Fire is fine.
Flame Waltz, to me, isn't plausible. Jutsu without hand seals, to me, would be achieved from ninjutsu proficiency. Not bloodline.

Would it be better if specific techniques were registered that didn't have seals, rather than just blanketing them all with the jutsu listed?

That would be better, yes. But keep in mind that anything complex will need hand seals, regardless of being part of the KG.
