[atrb=style, width: 350px; background-image: url(http://i.imgur.com/dDxps.png);][atrb=valign,top]As the Kage who'd called the summit, it only seemed fitting that the Raikage arrive to the Samurai Compound first. He was accompanied by his father, a brash man of incredible stature and equally incredible presence. The journey was... eventful to say the least. The distance separating the Lightning Country and the Iron Country was sizable and while most sons would be appreciative of some extra time with their fathers, D was anything but appreciative.
His arrival at the compound was met with a procession of samurai donning their white armor. D had heard of the samurai, but truthfully, this was his first time seeing them in their glory. Many shinobi of the passed era thought of them as a dying breed, but seeing them here now, D knew they were still alive and strong, boastful in military might and equally as pride of their roots as samurai. His own clan held this same sort of pride in their roots as esteemed blacksmiths in the Lightning Country.
They escorted him into the inner domain where he was received by Masaru, their leader. It was odd now. The man was stoic in appearance and demanded respect of those who would come to visit him. To add to the peculiarity of the whole experience, it was his father, Jōi, who bowed first. Seeing it out of the corner of his eye prompted the Raikage to do the same.
"Lord Raikage, it is a pleasure to meet your acquaintance. I am General Masaru, leader of the Samurai."
"General Masaru, I am Yoippari D, leader of the Hidden Cloud and the initiator of this summit of the five Kage. I am forever thankful for your permission to use your country as the meeting place for this meeting."
"It is the most neutral location relative to your lands. And our ancestors have done the same in the past. I see no reason to not repeat the tradition." Masaru, bowed in return. "If you would follow me into the meeting room, I'd be delighted to wait for the arrival of the other four Kage with you and your guard."
D nodded in reply as he followed the leader of the samurai into another room, the very same room his grandfather, A, had told him about all those years ago. |

Masahige's own journey to the Land of Iron was not quite as eventful as D's, though it was enjoyable. Masahige had not been able to leave the village since he first took up the mantle as Hokage. Despite the circumstances, he was enjoying himself. The journey was made all the better with his companions, Gai and Osa, entertaining him along the way.
Might as well enjoy himself before everything got serious, right?
Upon their arrival, Masahige, Osa and Gai were greeted by a a small number of Samurai. They were immediately escorted into the meeting room, where D, his guard, and the Samurai General were waiting. As soon as they entered, Gai bowed his head in respect. Masahige did so as well, but only after Gai's head was raised.
"It is a pleasure to meet you, General," Masahige said. He quickly shifted his gaze to D, the young Raikage. "I'm glad to see that you are well, Raikage."

A long journey across the continent was exactly what the catkage needed. The Sunagakure situation had become quite the nuisance, a headache even. Luckily enough for Matamune, things were slowly being meshed back into place and soon enough he could forget it even happened. His voyage thus far was eventful. Many of the inhabitants of Tetsu no Kuni were taken aback by his presence, especially the women, as they always did. Long story short, he was shown a lot of love and care. As a bit of a side note, Matamune never really enjoyed being pet until this day; today he developed an appreciation for it. With Kaoru, his assistant, and Furoku, his bodyguard for this excursion, present he was assured to be entertained. While Kaoru wouldn't be participating in the meeting, she was going around to different shops and museums getting souvenirs for Matamune. If there was one habit that Matamune had that he wanted to keep secret it was undoubtedly his obsession with gathering keepsakes, he'd managed to form quite an extensive collection over the years. "See ya, Kaoru-chan." Matamune waved, "Oh! Be sure to buy some good lunch for later, I hear the onigiri here is topnotch." Standing on Furoku's shoulder, upon arriving to his destination, he was greeted by number of samurai who ultimately lead him to the meeting room where their General, Masaru and his fellow Kage were waiting. Jumping down from Furoku's shoulder, once his feet rested upon the ground again, bows were exchange before Matamune moved to take his seat with his guard standing behind him. "Hello, everyone." Contrary to popular belief, when Terumi Rinruri had received the notification, she did not consider it be all that important. With a civil war taking place in a full scale fashion, she had much bigger things to be doing. It wasn't that she didn't want to come, she just felt it would weaken her stance with her country if in the middle of a large conflict for power, that she just up and dipped.
Which is why, she would send two ambassadors to deal with the council of five for her. These two, were not known to many others, save Masahige, having met them before. Mira and Maka, two of Rinruri's Mei Kiri members, and her more skilled ninja. She would have sent Kumade, but felt the next embodiment of the "Demon of the Mists" would not do so well in council of peaceful speaking.
Their journey had been quick, since it was just the two of them, bearing emblem of representation and a scroll bearing the seal of the Mizukage. They were there to speak on her behalf as much as they could, she had allocated them to speak as much for her as needed. But if there was a given circumstance when it needed to be her voice, they had been instructed to use the other scroll given to them. It was a standard Communication Seal, linked to the one in Rinruri's office, their instructions were simple, if needed to, activate it so she could speak.
She could not be seen or hinted at being out of the country, which is the reason this whole thing had been set up when she received the notification. So when they were at the entrance it was of course questioned who they were and so on, badges shown identification shown and then the two of them would be escorted inside. Of course they were not the Mizukage, and of course it probably looked bad, but Kirigakure was not at a place in its internal conflict that could warrant her to leave the village unguarded.
"Honorable Kage-Council"
The two stated, as they got close to where Rinruri was to be seated. Standing on the sides of that chair, neither of them took a seat. They then bowed, while keeping their eyes forward to the council member. A sign that said "We honor you, but do not trust you" as was custom from shinobi to do to each other, especially those they did not know.
"We come as representatives of Shichidaime Mizukage Terumi Rinruri"
They said, addressing the council as a whole. With the past history of the council and the whispers of the war some 60 years ago, the Terumi name no doubt carried some weight in the minds of the other Kage. as Terumi Mei was the Mizukage during the fourth shinobi war. Irregardless of names though, they were here, and they were as close to the voice of the Mizukage as the council would get.

The stubborn attitude, inherit of such prideful people, nearly opted to ignore the call altogether-as was likely expected from their neighbors. Yet, as banners began to crawl over the horizon, it would seem that this time, Iwagakure would venture from their mountain sanctuary. There were three of them, a trinity that seemed the only thing they shared in common was the Iwagakure emblem fastened to their clothing. Among them stood a masked figure, his gaze seemingly distant as he lead the pack towards the Samurai that awaited. With him, a lady in robes far too voluminous for her much more petite frame, shuffling through the snow just as much as her legs held a personal war with the fabrics that engulfed them. The other, a much more unruly, gruff of a man, almost as if he was chiseled from the vary mountains themselves-followed behind, his eyes closed to the world-his chest exposed to the elements. They all presented their identification to the Samurai presented and followed their escorts silently, save for the occasional complaints from the regally dressed maiden, who nearly tripped over her own garments into a heap of silks and furs. Arriving to the centerpiece of the gathering-the one spoke, his tone cool and elegant, somewhat unfitting for his overall sinister appearance. “Honorable Kage and esteemed guests. I am Awaikage Satoru. I am accompanied by Yun Chunhua and Yammoto Kenshin. I speak on the behalf of Godaime Tsuchikage Yun Luán” With that, they bowed, save for the Yun as abiding of their customs, who settled with a polite nod of her head in greeting. Cordially, they waited, eyes panning across the audience, warm smiles across their faces even if the thoughts behind them remained elusive.

[atrb=style, width: 350px; background-image: url(http://i.imgur.com/dDxps.png);][atrb=valign,top]D was cordial in welcoming Masahige, even Matamune--he knew he'd have time to deal with the knitty gritty of how much disdain he had for the cat later. It was with the arrival of the next two parties that irritated him, the last moreso than the first.
"Well...," he started, standing from his seat and looking to the party from Iwagakure. "I understand Kiri sending a substitute party, given their whole civil war thing... but Iwa, your warmongering Kage couldn't grace us with her presence? Who are you three and by what right can you claim to speak for a Kage?"
"Lord Raikage," Masaru chimed in, seeing that the fire of youth was still strong in the leader of the Cloud, somewhat unfitting for his position. "Allow the Tsuchikage's representatives to explain their Kage's absence in peace. This is not a battlefield."
"Fine then." D grunted, sitting down once again. He fiddled the brim of the hat signifying his rank as Raikage. He was careful not to place it onto the table and initiate the meeting of the kage before having a valid reason for this outrage. |

Masahige had nothing to add to the situation. His displeasure at the Tsuchikage's absence was apparent, but not overstated. He would allow her 'representatives' to give their reason. If it was not good enough, he saw no reason why they should remain present.

Sitting comfortably in his seat, Matamune folded his arms across his chest as the last two parties arrived. He was taken aback quite a bit though, where he expected the Mizukage and Tsuchikage to enter, he saw reps who arrived in their stead. Luckily, before he could speak or utter a word, the hooded-Kage promptly addressed the reps who arrived for Iwagakure. Leaning forward, he watched curiously. His interests were piqued for the most part, despite his inability to fathom exactly what they would say as a response. He hoped it was good, though, for their sake. What they said here could prove to be quite pivotal. They were in the presence of four of the most prestigious men in present day's society after all - three of the five Kage, no less.
"Hn," he muttered, with Furoku standing conveniently at his right, his spiraling cyan ovulated fixated on the three Stone representatives. Protruding out of the inner pocket of the catkage's haori, the stem of his pipe tapped against the tables edge. His furry behind was positioned comfortably on the red velvet cushions that kept him at eye-level with the others present.

With the attention shifted from them, the two ninja held their stance next to the empty seat. As their eyes went over each member and their envoys with them. It was safe to assume the two were forming a plan, should hostility break out, seeing as they were just shades in a meeting of shadows. But they too were curious and somewhat relaxed, as Mira and Maka now felt more at ease knowing they weren't the only representatives there, even if the others might be misplaced.

Folding his arms behind his back, the Awaikage diplomat merely declined his head, his gaze resting upon the Raikage even as he addressed the audience. “I apologize if our presence offends so greatly. Our Lady Tsuchikage offers her deepest condolences. Though she attends to critical matters of the sovereignty and prosperity of two nations and could not afford to abandon one sincere obligation for another.”
Internally, the Awaikage mused through the situation. Though he did not look at the Kiri ambassadors directly, he digested the news of Kiri's predicament. News of Mizu no Kuni's situation had not reached Iwa, and with that, the stage had changed. In the brief moment he pulled his eyes off the Raikage, the course of action evolved. It was apparent that those gathered suspected something. What needed to be ascertained-was 'what.
“To introduce myself again, I am Awaikage Satoru, I speak on behalf of the Tsuchikage as appointed by her grace personally and Yun Liànshi, mother of the Lady, wife to the Daimyo of Tsuchi no Kuni.” Tilting his shoulder, he presented the two figures that made up his entourage. “My fellows here are of intelligence and external affairs respectively.”
The Yun and the Monk, the flower and mountain, both remained silent, if at least demure in the company of betters. Only Chunhua offered a smile, her hands folded and hidden beneath the flowing layers of garments that hung about. Whereas in staunch contrast, the monk, who wore little else but lower garments and geta, presented nothing but cold stoicism in form of a uncouth frown.

D remained silent as they explained themselves, though inside large explosions of rage ruled. It was the first time he had been disrespected and his orders not expressly followed since he'd became Raikage. It was only right that he throw something of a temper tantrum. He placed his hat upon the table to initiate the start of the meeting; as much as he wanted to remove Iwa from the meeting, he knew he had to hear whatever information they would contribute to the meeting, regardless of how true or false it was, to get a better picture of the politics between the Great Five.
"I hereby convene this summit of the Five Kage... barring these representatives of the Mizukage and Tsuchikage. I am Yoippari D, Raikage and I have convened this meeting to discuss a number of matters which cannot be ignored by us five, regardless of the domestic issues we might be having.
"I'm gonna start with the less dire of the issues--which is fucking ridiculous considering this is the less dire of the issues--Kazekage, your lack of initiative or incompetence has been known since the funeral of Naruto-sama. However, it extends further now. The Ichibi has been sighted in Kaminari no Kuni just a day before I called the summit. Furthermore, Hokage, we knew the Shukaku was present in your country, yet you made no moves to contain it. It seems like my grandfather once told me, the other four nations are prone to letting important matters slide while Kumogakure has to come down from the sky to deal with their blunders. Now, both of your villages are somewhat responsible for the blood spilled in my nation. Why has this issue not yet been resolved?" |

Masahige placed his hat down as well, and listened while the Raikage threw his accusation at the Hidden Leaf. He was not pleased, but he wouldn't overreact. Regardless, that didn't stop the slight irritation showing in his expression. While the Hidden Cloud Village was an ally to the Hidden Leaf, D needed to be educated one major point.
"Moves were made to track and contain Shukaku," Masahige corrected the young Raikage. "However, it has learned how to keep itself hidden. For some reason, we have been unable to keep tabs on it's position. I'm sure you've encountered the same problem, unless you'd like to inform us that you've located Shukaku's current whereabouts?
"My main question is, Kazekage--"
He turned to look directly at the Kazekage.
"Does the Hidden Sand Village have any knowledge as to why Shukaku has become so adept at evading detection?"

With their hats being set on the table, the meeting commenced.
'The former-Raikage's blood certainly runs through this ones veins.'
With a breath drawn, he gathered his thoughts as quickly as he could. Keeping his calm as he sat up straight, leaning over the edge of the table with his big green eyes peering over towards the Raikage.
"Raikage, despite what you may feel or speculate about any and all affairs concerning the Shukaku, I must first correct your...rather brash statement. I will assure you that there is no lack of initiative or any sign of incompetence being advertised."
He took a moment to look across the room, his whisker swayed as his head turned to face everyone present. He wanted them to see his expression, he wanted them to feel how genuinely serious he was at this moment.
"The last known jinchūriki of the Ichibi was a prideful ninja, who essentially went rogue. As I've informed you before," he said looking at the Hokage and then the Raikage, "It is believed that the Ichibi has somehow found a way to overcome his seal and his host - whether it was done by forcing its' jinchūriki to succumb to the Ichibi's will or by some other means, I have yet to obtain a confirm. Rest assured, even at this very moment, I have several squadrons of shinobi tacking down the Ichibi. It will be found."
"And to answer you, Hokage, it appears that the Ichibi cannot be tracked by traditional means. All that is ever found is a trail of dead bodies left in its' wake." Taking another breath, he regained his composure as he began to relax once again.
"Instead of spreading disconcerted tangents of doubt, I would much rather request that anyone present who has information on the Ichibi share it with me. I find the usefulness of bijū and jinchūriki insignificant, and this milestone of a circumstance is precisely why." He leaned back in his seat, arms folded across his chest. "But I believe that is a topic for a later discussion."

It seemed like things were already underway, but it was not matters on which they had been asked to discuss nor even share on. The Kaku no Ichibi was a mainland concern, and Kirigakure had no interest in the beast as of yet. But that didn't mean they were blind, as Mira pulled a scroll out and set it down on the table where Rinruri's hat would be placed. Positioning the scroll rather obsessive compulsively, she made sure it was square before unrolling it and flattening it to the table. The two would then stand beside the chair, and form the Tori handseal, starting the feed of the Kage's words to Terumi Rinruri, back in Kirigakure, as well as activating the seals tucked behind their ears for more---secretive communication with Rinruri-sama. Once someone took note of what they were doing or questioned them they would explain the following.
"Communications Seal... Allows Mizukage-sama to speak or hear the words of the council, no matter where she is"
Maka would say, and they would return to focusing on the seal, holding the hand seals.

And like a gong rang, the Raikage's challenging voice began the firece string of accusations to the summoned nations. Behind the crimson viel drapped across the bottom of his face, Satoru's lips twitched in anticipation. Filtering carefully through the buffet of news and information that erupted in the room within a matter of seconds.
“I must ask, honored Kazekage, where are those shinobi now?” He began, his words controlled as if every syllable carried more weight than the last. “We recognize your situation is, frustrating, to put it lightly and we are willing to cooperate resolving this ordeal quickly...but I must stress that Iwagakure would be hard pressed to tolerate your forces roaming about our lands unchecked. I will not speak for our neighbors, however..."
It was a critical piece of information. The Raikage had already given hints to how extensive his intelligence network was. The last those of Hidden Rock would endure, is the possibility of Suna's agents roaming through their homeland, while the rest of the world teetered so delicately.

[atrb=style, width: 350px; background-image: url(http://i.imgur.com/dDxps.png);][atrb=valign,top]He listened, he listened, and then he listened some more and before the conversation turned back his way, he glanced over at his father who stood over his shoulder. The two shared a chuckle and made nothing close to an attempt to hide it. 'To think I would come to agree with the war mongering rocks.'.
"We of the Cloud care not for the reasons for why it's happening. We are people who keep to ourselves in recent history. We weren't involved in the makings of the previous crises sixty years ago, nor are we part of the makings of this nonsense now. As it stands, regardless of how it is justified, a creature which is the Sand's property has gone into two countries we know of and killed their citizens. Their blood is on the hand of the sand, and ultimately you, Kazekage.
"Furthermore, if you even want this beast back, which you don't seem to, it would have been advisable to consult the other nations before sending your troops into their nations. I agree with these of Iwa in saying I want no Sungakure shinobi in my country. Period. You all are a world away. The only nation my own has close contact with is Konoha given our proximity and close friendship. Even their troops are not allowed within our borders without the express permission of the Raikage. The same goes the other way.
"This will be a powerful statement, but take it for what it is. I will not tolerate any of your shinobi in my lands. I will not. If intelligence comes back to my office that they are there, they will be killed. Not only this, but I will take it as an act of unprovoked espionage."
He leaned forward in his chair now, folding his hands behind his hat. "Kumogakure stays out of your affairs. At the base of things, we want nothing to do with villages worlds away from us. Now that the Ichibi is in my country, dealing with him will fall to me. As long as we have intelligence that he remains in the Lightning Country, we will take charge over hunting him down. When it leaves, it will become whoever else's problem." |

Masahige sat and watched, commenting on nothing at the moment. He felt that this conversation had gone on long enough. Having dealt with the Hidden Cloud before, Masahige was very doubtful that anything Matamune said in response would have much affect on D's stance. In fact, it might actually cause some outrage from the young man.
Masahige also considered the Hidden Rock to have an unchanging stance (in addition, it would do not good to negotiate with anyone who is not the Tsuchikage). This thought was only fortified by the fact that the Earth Country's wife was present. It seemed as though the Hidden Rock had infiltrated the upper echelons of their country through marriage.
"Kazekage," Masahige said. "As much as you may wish to argue those points, I'm very doubtful you will change their stances. For the sake of this Summit, I suggest that we all move onto another topic, such as the Bijūtsukai."

The catkage didn't even bother to respond to the Rock envoys, nor would he bother to respond to the fluff of the Raikage's reply either. Their assumptions, however abrupt, weren't accurate replies to anything he said or suggested so he wouldn't bother to entertain them with detailed responses. Why waste time any further? If they felt any kind of way, quite frankly, he could careless. He was handling his objectives accordingly, and that was all that mattered.
"Very well, Hokage, but I will say this- just to clear the air," he said gazing directly toward the Raikage, "There are no shinobi from the Sand in the either Lightning or Earth countries. So calm yourselves. You wouldn't want to overstep your boundaries due to domestic disagreements. That would be inappropriate."
"But yes, moving along, I believe discussing these Bijūtsukai fellows would be a good change of topic." turning to face the Hokage, who suggested the idea, Matamune peered to his right while adjusting his kimono. "Have you acquired any intel on that organization, Hokage? That eccentric man who interrupted Naruto-sama's funeral was from the Hata clan, was he not? Aren't they known natives of the Fire country?"

Unlike the other four of the five, Rinruri held her words as she listened. She had heard of Naruto's death, from the same envoys now standing in the room. There was little mention of the Bijutsukai, but from what she had gathered they had dishonored Konohagakure no sato and Uzamaki Naruto by making a spectacle at his funeral. When she heard mention of the Hata Clan and their origins she had a bried thought of perhaps this is a ruse put on by Konohagakure no sato in-order to acquire to the bijuu under the false cover of these rogue group. Sounds of soft scribbling could be heard, and then Mira and Maka's seals would let let loose a whisper directly into their ears, soft enough to not warrant being heard by the others.
"At those allegations, what does the Hokage seem to be looking like?"
She whispered, trying to gauge the man's expression after Matamune spoke of the Hata clan and their origins. Her next words would be audible to all, as she finally decided it was time to speak to the council. None of the gathered ninja had ever really met her, most of their interaction was done my correspondence so when she spoke it was interesting to now be linking a voice to the letters or scrolls some of them had received over the years.
"Hata clan, this name sounds familiar---what were they known for exactly?"
She said, and the soft yet emotionless voice came through. There was a curious tone in her words, but amidst the sounds of light scribbling also coming through the seal, it could be surmised she was doing paperwork of some kind. Probably in the charred ruins of her office.
